The Capital Market Development Fund (CMDF) is offering a grant to support a study titled “Advancing Thailand’s Insurance Industry to Enhance Efficiency, Accessibility, and Sustainability”. The study aims to provide policymakers and relevant stakeholders with comprehensive, in-depth insights covering market structure, consumer behavior, the regulatory framework, and the overall ecosystem of the Thai insurance industry. These insights are intended to inform the design of practical and implementable policies and measures to raise insurance penetration among all segments of the population, strengthen the efficiency and sustainability of the insurance system, and develop approaches for linking the insurance industry with the Thai capital market, thereby enhancing the country's long-term capacity for risk management and risk diversification.
Objectives of the Study
- To examine the current situation, structure, and development of the Thai insurance industry, including the level of insurance access among different population groups;
- To analyze the behavioral, economic, and market-structure factors that impede individuals' decisions to purchase insurance;
- To conduct an in-depth analysis of both the demand side and the supply side, including the segmentation of consumers and business sectors;
- To analyze constraints relating to regulation, the industry ecosystem, and the investment structure of insurance companies, as well as their implications for product design and premium levels;
- To study international policies, measures, and best practices, and to synthesize lessons appropriate to the Thai context;
- To conduct a gap analysis of the Thai insurance system across key dimensions;
- To develop approaches for linking the insurance industry with the capital market in order to enhance the efficiency of risk management and risk diversification;
- To formulate policy recommendations and an actionable policy roadmap capable of tangibly increasing insurance penetration; and
- To define key performance indicators (KPIs) and establish mechanisms for monitoring and evaluation.
